No person can be consciously happy all the time. The world just isn't made that way. In fact, it is doubtful if human nature could appreciate long stretches of uninterrupted happiness. The sameness of it would dull its savor. It would be possible to bog down in what we mean by happiness. But most people have a pretty good idea of what happiness means to them and they know, too, that they have too much to do to be fully aware at all times whether or not they are happy. Life is a complex business. It is work and leisure; achievement and failure; anticipation and disappointment; love and hate; hope and despair; faith and skepticism; pleasure and pain. And it is responsibility. In life there are periods of happiness and there are periods of sorrow. Nature gives us a life to lead, with certain laws that make life much easier for those who obey them. She makes happiness a sort of reward for right living, as a sort of dessert. We can look forward to it and enjoy it fully --- but we can't take it as a steady diet.
